T-MenMann visits Henry Hathaway territory, and builds up another mockumentary thriller from the government files. With the Nazis that kept Jimmy Cagney busy in 13 Rue Madeleine now out of fashion, treasury agents O'Keefe and Ryder are sent to infiltrate a gang of bootleggers in Detroit and solve 'the Shanghai Paper Case'. Mann takes a long time to cut to the action, but there's a degree of nerdy pleasure to be had from the reams of technical detail about forged revenue stamps and liquor duty, and the slow accumulation of clues. Be patient. The wham-bang finale is worth the wait.
